5b. The CECOM
Lakehurst Facility has been added to the LSI R2CSR Contract,
offering a large hanger facility with engineering, design,
fabrication and integration capability. The LSI Lakehurst
facility also offers a wide variety of kitting of electrical
systems, navigation and communications packages. LSI and
BAE SYSTEMS, Flight Systems jointly occupy Hangar 5, Lakehurst
and offer aircraft modification and maintenance capabilities.
6. What companies make up the LSI Team
and what are their capabilities? top
The members of the LSI
Team have annual revenues of over $18 billion and employ
over 125,000 people. Collectively they have a DOD customer
base of 27.9% Army, 29.5% Air Force, and 42.5% Navy. They
have demonstrated a total of 139 years of Fabrication experience;
113 years of experience in Studies and Analyses; 120 years
of Installation experience; and 120 years of Technology
Insertion/Reengineering experience. With 130 million square
feet of facility space they can meet any foreseen requirement.

How do I use R2CSR? top
Answer: The customer with a need or requirement for work
or services under the R2CSR should contact the R2CSR Pre-Award
Customer Service Manager, Mr. Dwayne Terry at 732-427-3011,
Ms. Joanne Frank at 732-427-4740, or Ms. Anne Marie Scott
at 732-427-5525. A customer's Request for Task Execution
Plan (RTEP) is provided to the LSI Program Manager for R2CSR
who will develop a Task Execution Plan (TEP) within seven
days. This plan will be reviewed and approved by the customer
in concert with the CECOM R2CSR Project Office. When monies
are made available and a Delivery Order (DO) issued, the
LSI Team will commence work to meet the requirements. Secondly,
the customer may also contact any representative of the
LSI Team who will provide assistance in the process.
8.
How can the customer monitor what is happening
under R2CSR? top
Answer: Customers will have the capability to monitor progress
under the DO by two separate and distinct processes. First,
an IPT will be chartered for each major DO to insure customer
needs are satisfied. The IPT will be given full responsibility
and authority for success under the DO and will be accountable
to the General Manager and the customer. The customer may
have representation on the IPT. Secondly, the customer will
be provided monthly status reports.

Why should R2CSR be the contract vehicle
of choice? top
Answer: The reasons to use R2CSR as opposed to another contracting
instrument are numerous. The LSI Team will provide the optimum
solution, and represents the Best Value for any need. If
you have experience working with a member of the LSI Team
you may request they work your tasks. The bottom line is
the short period of time from identification of a need until
work commences. The LSI Team can also help a customer define
his needs and then work to a cost-effective solution.

What is the CECOM R2CSR Administrative
Fee? top
Answer: The R2CSR Project Office provides intensive pre-and
post-award contractual support in helping you award and
manage your order in the quickest and smartest manner. In
return for these services, the Project Office charges a
minimal service fee. This fee is adjusted biannually, based
on projected R2CSR expenses. As of 01 June 2000, the fee
is 1.0% for all tasks. Any questions regarding this fee
should be directed to the CECOM R2CSR Project Office.

Is there any size limit to use R2CSR?

Answer: Not in any practical sense. The ceiling for the
LSI R2CSR contract is in excess of $1.8 billion.

Where will work be accomplished under R2CSR?

Answer: The work under R2CSR can be accomplished in government
facilities, LSI
Team member facilities or any customer designated location.
LSI operates a government-owned contractor-operated (GOCO)
facility at Hangar 5, Lakehurst, New Jersey, capable of
handling large aircraft.

Which company on the R2CSR LSI Team will
accomplish the work? top
Answer: Each requirement submitted by a customer (Task Statement
of Work - TSOW) is processed through the LSI
Team decision model. An IPT is formed which causes an
assessment to be made of the requirement. This assessment
considers cost, schedule requirements, customer desires,
material, labor and technical solution. A team is then formed
to develop the TEP. Customer desires are given first consideration
in determining who will accomplish the DO when issued, followed
by the capabilities, experience, schedule conflicts and
cost of members of the LSI Team. Consideration is also given
to requirements to meet small business targets. Customers
can make their preferences known to the LSI R2CSR Program
Office.

How soon will work on the task begin? top
Answer: Work to develop a TEP will begin immediately on
receipt of a requirement from the R2CSR Project Office.
This TEP will be completed by the LSI
Team in seven (7) calendar days or less. Upon acceptance
of the TEP and the issuance of a DO, work will begin as
soon as possible with consideration for special material
and other needs.
15. How are decisions made on who and
where work will be accomplished? top
The LSI
Team members that could be called on to do the work
are listed on this page; however, first consideration is
given to where the customer wants the work to be accomplished.
In special circumstances with unique requirements, consideration
will be given to where the work can be accomplished. In
all cases there will be an agreement between all interested
parties before works begins. Work can also be provided to
the customer's preference outside of the team core competencies.

Why was R2CSR contracted? top
Answer: In a period of aging government systems, reduced
defense dollars, increased deployments and a desire to reduce
DoD investment in inventories to free monies for modernization,
there was a need for a rapid response to requirements and
especially for critical systems. The LSI
Team brings a team of proven contractors that can rapidly
meet any support needs.

What is the reasoning behind the R2CSR
contract? top
Answer: To provide a contractual instrument that would be
subject to a best value analysis and would shorten the contract
lead-time.

What can the customer expect to pay under the R2CSR contract?

Answer: LSI Team member's rates for various skills are set
forth in the contract. The development of the TEP will provide
the customer the calculations for the labor, material, and
travel needed to accomplish the DO when issued. The customer
sees and approves these estimates before a DO is issued.

What type work can be accomplished under
the R2CSR? top
Answer: Many tasks can be accomplished under R2CSR. See

Are there any prohibitions on use of proprietary data? top
Answer: No, LSI can use proprietary data with government/contractor
approval.

Are there any provisions for the use of "personal services"
IAW FAR 37-1047? top
Answer: No, this is prohibited by law.
22. Are there any prohibitions on "inherently
governmental functions" (OFPP Policy Letter 92-1)? top
Answer: No, this issue was raised at the pre-solicitation
conference and resolved through the Legal Office.
23.
How are we to fund and account for services? Are there monthly
funds status reports? Who signs for the successful/unsuccessful
work effort? Quality Assurance Evaluators (QAE)? top
Answer: The customer provides appropriate funds for the
type work to be done and all work accomplished will be documented
by the contractor on Standard Form 1034. The contractor
will submit monthly Fund and Manpower Expenditure Reports
and Technical Progress Reports. Contract performance reviews
will be conducted as required. The customer/task leader
will sign for the work effort and act as QAE.
24. Are the periods of task order performance
less than one (1) year? Are they renewable? Must they be
paid with a specific type of funds? Can you use foreign
funds? top
Answer: Customer will stipulate period of task order performance
up to the five year contract period of performance limit
subject to government exercise of options. Extensions can
be given up to 12 months for work in progress. They do not
have to be paid with a specific fund. Foreign funds can
be used. Specific funding questions should be directed to
the CECOM R2CSR Project Office.
25. What is the status of any work done
as it pertains to rights in technical data? Patents? top
Answer: Any work performed belongs to the government.

Would this team be prime and ready to support
FMS requirements? top
Answer: Yes.

In Foreign Military Sales, the U.S. Government
will recover all costs. How will this funding issue be handled
on this contract? top

Is this contract in competition with the OC-ALC contract
for Contract Field Teams (CFT)? top
Answer: No, it works in cooperation with OC-ALC.

What are the Quality Assurance provisions? top
Answer: All team companies are ISO 9000 qualified. Customer
Quality Assurance requirements will be met.
32. Are there any limitations on funding

Answer: Only those associated with the "color of money"
and expiring funds limitations.
33. How will competitive requirements
be met and how can comparisons be made to the R2CSR pricing,
performance, scheduling, etc.? top
Answer: This contract was awarded under full and open competition
with multiple awards made to three prime contractors. All
of the requirements were evaluated during the source selection
evaluation. It includes provisions for Small Business, Small
Disadvantaged Business, and Women Owned Business (S/SD/WOSB).
